The present invention provides polynucleotides encoding CCAAT-binding transcription factor polypeptides that modulate the onset of reproductive development in plants. Polynucleotides encoding functional CCAAT-binding transcription factors were incorporated into expression vectors, introduced into plants, and ectopically expressed.
